Seeing 60 Hz on a faster screen?
Set it in the system
Windows: Settings › System › Display › Advanced display › Choose a refresh rate. Mac: System Settings › Displays › Refresh rate.
Check the cable and port
Older HDMI cables and ports cap many monitors at 60 Hz. Use DisplayPort or HDMI 2.0 or newer.
Plug the laptop in
Laptops often drop to 60 Hz on battery to save power.
Check the browser
Turn on hardware acceleration and keep this tab in front. Mixed-refresh multi-monitor setups can hold a window at the slower rate.

Questions
Is FPS the same as Hz?
Hz is how often the display refreshes; FPS is how many frames something draws. A browser draws once per refresh, so here they match unless frames are dropped.
Why does the number jump around?
Other heavy apps, background tabs or power saving can delay frames. Close other tabs and leave this one in front for a few seconds.
Can it measure 240 Hz or more?
Yes, if your browser draws that fast. Some browsers cap frame rates, so a lower result can be the browser rather than the monitor.
